ART.1 – CONSTITUTION AND NAME
The International Centre forInternational Digital Open Space on the Performing and Visual Arts Cultural Heritage, hereafter referred to as “IDOS_ARTS”, has been jointly established among:
- the University of Roma Tor Vergata (URTV), Italy,
- Avignon Université (AU), France,
- the University of Urbino Carlo Bo, Italy,
- the Universidad Complutense de Madrid (hereinafter UCM), Spain,
hereafter “the Founders”.
ART.2 – OBJECTIVES
The IDOS_ARTS challenge is to create a community among research groups at the national and international levels to develop European or International projects and to share the study, research methodologies, and design systems to create ontologies for knowledge bases, document ecosystems, web platforms, digital archives, museums and virtual exhibitions, based on best practices of Linked Open Data and finalized to embrace Open Science as the modus operandi for all its partners.
“IDOS_ARTS Centre” aims to:
➢ create coordination and network between the research groups at the national and international levels to develop mutually beneficial collaborations;
➢ create a community platform to archive, share and enhance research products and projects in progress with computer storage, entrusted to GARR Uniroma2,
➢ create network connections between Italian and foreign institutions for research collaboration activities;
➢ plan and coordinate shared projects through different professional skills and from different methodological and disciplinary perspectives;
➢ improve cooperation and integration between hard and soft science experts;
➢ enhance and share the study, research methodologies, and design systems to create ontologies for knowledge bases, document ecosystems, web platforms, digital archives, museums and virtual exhibitions, based on best practices of Linked Open Data;
➢ explore innovative methodologies for the application and development of artificial intelligence to art, entertainment and exhibitions, above all, concerning the reception and use by the public;
➢ involve the stakeholders who own cultural, public and private assets in order to share in Open Access the metadata of the digital archives relating to their collections and to participate in the research and planning activities of the IDOS_ARTS Centre.
ART.3 – ACTIVITIES
In relation to the items listed in ART.2, IDOS_ARTS will mainly promote research activities and possibly, in a second phase, depending on the possibilities, education-related activities:
- sharing of research results (Open Science) through a community platform on the web;
- production of digital content, management and accessibility of digital resources (Open Data / Open Access);
- availability, accessibility, interoperability and reusability of data (FAIR);
- usability and accessibility of data and resources for all users;
- developing new means of creating, curating and transnational integration of data and their historical-artistic contextualization;
- use of Artificial Intelligence (e.g. machine learning) and semantic associations to explore new forms of the revitalization of cultural heritage, leaving the purely documentary dimension;
- designing new common and shared methodologies;
- use of shared conceptual models for better data interoperability in the performing and visual arts domain;
- developing extensions to existing representational standards such as Schema.org and Wikidata so that performing and search engines and other web applications can better understand Performing and Visual Arts information;
- cultural assets collections digitization and metadata according to international standards;
- electronic archiving of artistic literature sources;
- philology of the Cultural Heritage fruition;
- Cultural Heritage fruition, for example, dark vision experience, immersion, lighting;
- use of shared conceptual models (semantic web technologies) for better interoperability of data and information in the performing and visual arts domain (e.g. digital cataloguing and metadata research);
- the development and use of semantic vocabularies and common representational frameworks to ensure the meaningful sharing and aggregation of information related to the performing and visual arts at an international level;
- design and implementation of systems for the enhancement of Cultural Heritage, for scientific communication, the construction of knowledge and learning activities based on online Cultural Heritage also through exhibition initiatives and projects (Display Cultural Heritage);
- creation of the Register of European theatres and archives through data census and cataloguing;
- virtual reconstructions of places and events and works of art and architecture that no longer exist through augmented reality and the use of document ecosystems;
- creation of the connection with the performing and visual arts digital archives of public and private institutions;
- partnerships with research centres at local, national and international levels that share the aims and participate in European and international research projects;
- participation in projects on European and national calls relating to the reference areas of activity;
- creation of the community platform managed;
- Seminars, workshops, symposiums, forums, conferences, and congresses are cadenced as needed;
- Promote doctoral co-tutorship activities and welcome doctoral students in the IDOS_ARTS;
- Master II level (courses or seminars);
- Promote scientific publications;
- Promote initiatives to support Researchers in the topics specified in ART. 2;
- Promote, support and organize highly qualified educational activities such as courses or seminars;
- Perform consulting and research in favor of Organizations, Institutions and Firms.
ART.4 – LOCATION, MEMBERSHIP AND INTERNATIONAL COLLABORATIONS
1. The location of IDOS_ARTS will be hosted by the Department of Literature, Philosophy and Art History Studies in the Tor Vergata University of Rome.
2. The IDOS_ARTS will affiliate scientists from all countries in the world and is expected to generate high level scientific reports and publications.
3. After the conclusion of appropriate agreements, other Universities, Institutions and Organizations interested in pursuing institutional purposes may join the IDOS_ARTS to become members if the Executive Board agrees.
4. If the Executive Board agrees, it is also possible for Individual subjects to become members of the IDOS_ARTS:
a) Scholars and Researchers of the Founders;
b) Scholars and Researchers of other Universities and Research Institutes if agreed by the Founders.
c) Outside Experts, if agreed by the Founders.
Application for membership shall be accompanied by the Scientific Curriculum, and any other document showing the congruence of the application with the Scientific and Cultural purpose of the IDOS_ARTS.
5. The continuation of membership of the IDOS_ARTS by existing members shall be reviewed on a regular basis by the Director and decisions as to termination of membership shall be made by the Executive Board.
6. Temporary assignments or use of staff from other public Agencies or Institutions, in accordance with current regulations, are possible.
ART.5 – GOVERNANCE and STAFF of IDOS_ARTS
1. Governing Bodies of the IDOS_ARTS are: the Director; the Co-Director, the Executive Board and the Scientific Committee.
2. The Director and the Co-Director are appointed by the Executive Board and are chosen among the Professors of the IDOS_ARTS. The Director, proposed by the Founders, shall remain in charge for five (5) years and cannot hold the office for more than two (2) consecutive terms. The Co-Director is proposed by the Executive Board and is chosen among the Professors of the IDOS_ARTS and does not need to reside in Italy.
3. The Executive Board establishes the strategic plans and policies, and makes decisions consistent with the IDOS_ARTS’s mission and guideline principles. The Executive Board supports the Director’s choices on administrative activities.
4. Members of the Executive Board consists of:
a) The Director of the IDOS_ARTS, as chairman;
b) Four (4) Professors appointed by the four (4) Founders of the IDOS_ARTS, among which should be the Co-Director;
c) The secretary and treasurer of the Executive Board, appointed by the Founders of the IDOS_ARTS.
5. The Executive Board remains in office for five (5) years. It meets at least once a year to approve the economic budget and planning of activities for the following year. The Executive Board deliberates by majority.
6. The Scientific Committee has the aim to provide annual scientific guidelines and it consists of:
a) The Director pro-tempore of the IDOS_ARTS, as chairman;
b) Scholars and experts of international standing in the scientific fields covered by the IDOS_ARTS.
7. The Scientific Committee meets at least once a year.
8. The Scientific Committee is in charge for five (5) academic years with no limit to the number of consecutive terms of office carried out.
ART.6 – THE DIRECTOR
The Director is the responsible of all the activities of the IDOS_ARTS and represents it in dealing with the Academic Authorities and with the outside world and also:
a) Convenes and chairs the Executive Board and the Scientific Committee;
b) Implements the resolutions of the Governing Bodies of the IDOS_ARTS after having heard the Co-Director;
c) Makes the necessary provisions for the normal activities of the IDOS_ARTS;
d) Supervises the Administrative Staff of University of Roma Tor Vergata working at the IDOS_ARTS;
e) Together with the Co-Director, proposes to the Executive Board the conclusion of contracts or agreements with Private or Public Institutions and proposes the budget for the next year;
f) The Co-Director can replace him in case of his absence or legitimate impediment.
ART.7 – THE SCIENTIFIC COMMITTEE
The Scientific Committee is responsible for ensuring the Scientific and Cultural validity of the initiatives promoted by the IDOS_ARTS, coordinating its programs.
In particular:
a) It gives advice at the end of each calendar year a plan of action falling within the institutional aims of the IDOS_ARTS, based on proposals made by the Executive Board, to be implemented in the next calendar year;
b) Suggests candidatures, which are non-binding for the Executive Board, for Professors and Researchers in connection with applications for memberships and makes proposals for International collaborations referred to in ART. 4 of this Regulation.
ART.8 – THE EXECUTIVE BOARD
The Executive board of the IDOS_ARTS collaborates with the Director to ensure the right functioning of IDOS_ARTS.
In particular, it:
a) According to paragraphs 3 and 4 of ART.4, decides on the membership of other Universities, Institutions or Organizations, and on the membership of the individual Professors and Researchers who wish to join the IDOS_ARTS;
b) Submits annually requests for funding and allocation of Technical and Administrative Staff of University of Roma Tor Vergata;
c) Approves annually the Budget and the Balance Sheet of the IDOS_ARTS;
d) Submits by June 30 of each year a comprehensive plan of initiatives, consistent with the institutional aims of the IDOS_ARTS, to be implemented in the next calendar year;
e) Decides on all matters concerning the functioning of the IDOS_ARTS that shall be evaluated by the Director.
ART.9 – THE STAFF
1. The IDOS_ARTS operates with the Technical and Administrative staff of University of Roma Tor Vergata.
2. Temporary assignments or use of staff from other Public Agencies or Institutions, in accordance with current regulations and the University of Roma Tor Vergata statute, are possible if approved by the Executive Board and the considered partner.
ART. 10 – OFFICES AND SUB-OFFICES
The IDOS_ARTS operates in the premises provided by the Department of Literature, Philosophy and Art History Studies at the Tor Vergata University of Rome.
ART. 11 – DIDACTIC INITIATIVES
1. The IDOS_ARTS can organize, in collaboration with other institutions, courses, seminars and Master II level on subjects relevant to the Institutional purposes, in accordance with their regulations.
2. The IDOS_ARTS can collaborate with teaching institutions in activating International study courses which aim to issue multiple or joint qualifications, in particular for organizing the training on offer within the University Tor Vergata of Rome.
ART.12 – ADMINISTRATIVE AND FINANCIAL RESOURCES
1. The Department of Literature, Philosophy and Art History Studies at the Tor Vergata University of Rome will operate for IDOS_ARTS as the spending centre.
2. The IDOS_ARTS operates with its own financial resources. Its expenses cannot be charged on the balance sheet of the Founders. The Director of the IDOS_ARTS must pursue the equilibrium of IDOS_ARTS’s balance sheet. In case of risk of loss, the Director will inform each Founder Rector/President so as to take the appropriate measures including a possible dissolution of the IDOS_ARTS. In any case the loss cannot be charged to the balance sheet of the Founders.
3. Founders are under no obligation to contribute financially to IDOS_ARTS. A financial resource may come from International Organizations, Governments, Universities and Research Institutions as well as members of Agencies or Individual subjects (Scholars, Researchers or Experts), who wish to join IDOS_ARTS to collaborate and share their research activities.
4. All of the above who register, as members of IDOS_ARTS, will be asked for an annual registration fee, the amount of which will be fixed by the Executive Board and which will guarantee participation in the IDOS_ARTS activity, presentation and registration in a linkable list of their projects on the web platform of the Centre.
5. The IDOS_ARTS will have to find financial resources by responding to calls for proposals. Accordingly, the financial resources also consist of incomes from contracts and agreements with public and private Agencies, as well as of incomes from any other service for third parties in accordance with the IDOS_ARTS Regulations and any interest earned on bank deposits as well as of liberal donations from public and private Institutions. The Executive Board annually notes the program of activities prepared by the Director of the IDOS_ARTS and may assign an ordinary budget fund.
6. Grant Recipients from European or other International Institutions can be assigned to the IDOS_ARTS.
7. It is possible for the IDOS_ARTS to use the Research Funds allocated to Professors and Researchers who are members of the IDOS_ARTS, if they agree and if the internal regulation of the considered Institution allows it. In this case the Parties involved in the process need a written specific agreement and each Professor/Researcher presents the request of fund transfer to its home Institution that, according with its regulation, will proceed to transfer it to the IDOS_ARTS bank account.
ART. 13 – SCIENTIFIC AND FINANCIAL REPORTING
1. The Director annually submits the Financial and the Activities Report to the Executive Board for its approval.
2. The Director annually submits a Report on the scientific activities developed to the Scientific Committee.
3. Having noted the international nature of the IDOS_ARTS, the scientific and the financial reports will be submitted annually to the Founders for their final approval.
ART.14 – ENTRY AND EXIT OF FOUNDERS
If a Founder wishes to leave IDOS_ARTS it has to inform the legal representative of the other Founders and Executive Board by registered Letter explaining the reasons of its departure. Such departure will be effective six (6) months as from the date of sending of the letter.
In this case, a new Founder can enter IDOS_ARTS subject to prior approval of the remaining Founders and Executive Board.
An amendment should be made to the present document in order to officialise the constitution of the new Founders.
ART.15 – DURATION
The IDOS_ARTS is established for the maximum duration of ten (10) years. IDOS_ARTS can be renewed for a further period of ten (10) years by a joint resolution of the Founders.
ART. 16 – GENERAL RULES, NATURE OF REGULATIONS AND CHANGES
1. This Regulation has the nature of Internal Regulation of the IDOS_ARTS according with the european law.
2. Although not expressly provided for in this Regulation, the rules of the current european legislation apply.
3. This Regulation may be amended at the initiative of the Executive Board only if approved by the majority of Founders.
ART. 17 – The EU’s OPEN SCIENCE POLICY
1. Regarding Property Rights, the results of the studies and research conducted in the IDOS_ARTS refer to legislation in the context of European Open Science Policies (https://research-and-innovation.ec.europa.eu/strategy/strategy-2020-2024/our-digital-future/open-science_en).
2. IDOS_ARTS follows and welcomes the good practices recommended by the European Commission and the aims for Open Science Policy Platform (OSPP, also EUOSPP).
3. IDOS_ARTS follows and welcomes the aims for Open Science policy under Horizon Europe
- ensure that beneficiaries retain the intellectual property rights they need to comply with their open access obligations;
- require research data to be FAIR and open by default (with exceptions notably for commercial purposes);
- promote the adoption of open science practices, from sharing research outputs as early and widely as possibly, to citizen science, and developing new indicators for evaluation research and rewarding researchers;
- engage and involve citizens, civil society organisations and end-users in co-design and co-creation processes and promote responsible research and innovation;
- European Open Science Cloud (EOSC) will enter its next stage of development in 2021;
- fund the development of an open-access publishing platform to host Horizon 2020 (and later Horizon Europe) beneficiaries’ publications.
4. IDOS_ARTS also follows and welcomes the OSPP five priorities to co-create a “research system based on shared knowledge by 2030”.
5. For research products published on its web platform, IDOS_ARTS chooses:

ART. 18 – NON-DISCRIMINATION
IDOS_ARTS shall not discriminate against any person on the basis of race colour, gender, sexual orientation, marital or familiar status, ethnicity, religion, political opinions, national origin, or disability.
ART. 19 – CONFLICT RESOLUTION
The conventions falling under this present Agreement foresee the resolution of possible controversies concerning the interpretation and the carrying out of the conventions signed by an Arbitration Board, free of charge, consisting of a member designated by each contracting party and by one chosen together.
